Tacloban
City (10 March) -- The search
is on for the most outstanding barangay
council in the first district of Leyte,
an official from the Department of the
Interior and
Local Government (DILG) announced.
DILG Provincial Director
Jose Yee Jr. said the search, which is
the first of its kind in the area, was
designed to give due recognition to a
punong barangay and his council memebers
who have shown "exemplary leadership
in the field of good governance and efficiency
and effectiveness in the delivery of basic
services to their constituents."
The barangays will be
judged based on the following criteria:
- Performance
and efficiency, which includes the number
of ordinances and approved or enacted,
number of regular sessions and the complete
attendance of council members
- Legislative
documents which include session minutes,
internal rules and procedures signed
by members, notice of meetings for special
sessions, legislative agenda, and a
compilation of barangay resolutions
and ordinances
- Physical
facilities and office requirements including
session halls, tables and chairs, filing
cabinets, bulletin boards, and comfort
rooms. Yee said they would be
evaluating the barangays' performance
from January 1, 2008 to January 1, 2009.
Winners
will be awarded cash prizes an will be
recognized at an awarding ceremony scheduled
for April this year.
The
project was launched with the help of
the Philippine Councilors' League of the
Philippines- Leyte chapter and was sponsored
by the Candahug Liberation Jaycees.
