As one who used to work directly with the engineers and architects of the Bureau of Public Works in Maasin, I woul like to suggest that our city has to build water reservoirs, water tanks and filtration systems in the higher elevated grounds or hills next to the big rivers in Maasin, Macrohon and Matalom.  The big river which flows down to Matalom and its sea comes from Maasin.  The spring which flows and becomes a big river down to Amparo, Macrohon comes from Cagnituan, Maasin.  Canturing river is from Maasin.

Perhaps those who are serving the military and the veterans could request at lower costs the surplus desalination plants or systems from the foreign military, and use them for our city's water shortage converting the abundant and renewable sea water of Maasin City.

As I have addressed this in the past as one of the many infrastructure issues our city needs, everyone in the political arena seems to be so numb in getting the feel on how to get things done just to satisfy nagging concerns of our city.  As far as the current needs for potable water is concerned, isn't it really a wonder why our elected officials haven't done anything about it?  How much more can we tell our politicians that the scarcity of water, or the lack thereof, is one of the essential reasons of our failing socio-economics which we so desperately need to revitalize.   I hate to instigate it, but isn't Maloney Samaco an engineer?  Why can't he mobilize his Municipal (or City) Engineer to conceptualize a water distribution system?  With the many natural inland water resources, I do not see why this is impossible!  It's time to tell our elected and appointed officials to start using the "coconut shell" between their shoulders.

Based on my experience as an environmental (civil) engineer, I would not recommend using desalination systems because they are "high maintenance" structures.  In Middle Eastern countries they're good because they can afford it; but as for Maasin City, mapordoy kasamot just to run it.  The other reason why I would not recommend the technology is the fact that the shorelines of Maasin are now inundated with contamination that had come from dirty surface water runoffs and inland waterways impregnated with human feces and many other hazardous contaminants.  Maasin City has been suffering the consequences of ignorance of our politicians who are supposed to be our stewards and vanguards for a continually balanced natural resources.

The lack of forward momentum of the city's progress is plainly a sign of "misplaced priority" in which our city is engaged.  Problem identified - now time to solve it and earn the pay - a strong message I send to Maloney Samaco.

If you read on the utilities which are desperately needed to all the residents and visitors in Metro Manila and Metro Cebu, fresh water and reliable electricity are some of the big city problems.  Except in downtown Maasin, the rest of the barangays in the city have their own sources of fresh water.  The geothermal-generated electricity coming from Tongonan near Ormoc City has been so reliable the past over 30 years.  There are of course brownouts once in awhile when transformers and circuit breakers broke down due to short circuits in the residential or commercial buildings, strong winds or typhoons, lightning bolt hits, etc. along the transmission lines and sub-stations.

There is an excellent article on "Water Supply and Sanitation in the Philippines" which I read recently although I saw it some months ago.  You will find the answers which you are blaming, without sufficient proofs, the local politicians in Maasin City who have nothing to do with the water crises common in many towns and cities over in the Philippines:

Since you are a business person yourself, why don't you invest in the water supply needs which are open to the private sectors.  One couple I know made lots of money making bottled water outside of Metro Manila, but they gave up the lucrative business to follow the immigrants who "dream big" in the U.S.A. where they are just mere ordinary employees for the past 15 years or so.  They probably would retire back in the Philippines because their retirement checks would not be enough to survive in the U.S.A. - a country with 13 trillion dollars in debts mostly to the Chinese creditors.

Regarding the hospital in Dongon, it is not a broken promise:

LAY THERE  and YOU DIE THERE " is the planned
hospital in dongon  na sug dan na....

no plan to invest in MAASIN.maybe later when the
INFRASTRUCTURES are in place..its in other sector.

you might be liable for for recruiting retirees:

= check with your lawyer before you do it.

=there is no reliable med.center in maasin. most retirees
  have chronic diseases .maybe not all but most.

=there is no airport. no care flights for real emergency
to transport patient.


= no or limited inter island transportation.unless your hovercraft in in place and functioning   now.im not aware of it.

= how about your plan sea planes .is is working now.



=WALAY water supply as reported...very essential.

You are far behind in your assessment on Maasin City and the rest of Southern Leyte.  Try making friends with the foreign investors, retirees, etc. who are now in Southern Leyte and get your facts from them before you open your "mouth".  As mentioned before, we make contacts with the foreign scuba diving and resort operators, an American real estate developer in Padre Burgos, and few foreign retirees in Southern Leyte.

No airport?  When we visited Maasin City airport in January 2009, there were two small aircrafts and their pilots who were learning how to land and fly at the domestic airport in Panan-awan, Maasin.  They were student pilots of my 40-year friend and president and CEO of the Aviatour Flying School with aircraft chartered services (including sea planes) throughout the Philippines.  It is based at the Cebu-Mactan International Airport.  A friend of ours who works at the Government Auditing Office in Southern Leyte for 30 years took us to the airport.  He told us that the student pilots fly almost every day to Maasin City Airport from Cebu-Mactan International Airport.  

No airport?  Get your facts right!  We saw also an executive jet aircraft which landed and took off from the same airport years ago when the concrete runway was partly completed.  That was in 1996 or 1997.  

The latest report is that the Maasin City Airport will be renovated as one of the top priority projects of our congressman before his last term expires.  In the current edition of Southern Leyte Times online, here is the portion of the news:

"The Congressional Committee on Transportation reviews all major projects relating to aviation, shipping, railways, roads and public transportation projects. The key government agencies under its jurisdiction are the Land Transportation Franchising and Regulatory Board, Land Transportation Office, Philippine Coast Guard, Maritime Industry Authority, Civil Aeronautics Board and the Toll Regulatory Board.

"Its functions also include oversight on all public and private airports and seaport operations in the Philippines.

"When asked how he got the coveted post although he actively supported the presidential bid of then Defense Secretary Gilbert Teodoro and not President Benigno Aquino - Mercado said seniority and faith in God were the deciding factors.

"He said among the local projects he would pursue here is the renovation of the idle Panan-awan Airport and the construction of the Caniwan Seaport which is a safe natural harbor and closer to Bohol, Cebu and Manila."

What subject matter are you charging this moderator as fooling around?  Is it about the water?  Airport?  Retirees?  Tourists?  

If you are new to this Forum, then read the previous threads on how other contributors presented their topics, comments, etc.  The Administrator in the past had stated how one or you should write your comment or comments under the topic being discussed.  If your subject does not belong to the topic such as airport, tourists, retirees, inter-island transportation, hospital under construction, then put your new thread with the specific title.

As a volunteer moderator for some years now, I do not think that the Administrator/Owner of this website would have accepted a volunteer moderator whom you have accused of fooling you or other Forum readers.
